Freight vans could be used for mobile water treatment ... There could be a water treatment equipment in the freight box and use the grey water from cies that is normally discarded . food industries manufacturing, laundry, washing , even car wash etc  that is treated at the regular water treatment ... 

From the truck, water can be treated anywhere picking up the grey water directly at the CIE site and treating it there,  or bringing it to a back up water treatment plant ... But if there is none available , then this can be a good way to transform grey water into potable water anywhere ... 

Also this could be a option for firefighters for house fires in remote towns or for wildfires
